It depends on what you count as the actual start. The most clear beginning of Frozen Inc is in P33. But there are hints of what would become the Frozen Inc universe in P29, P31, and P32. The Elsa stories in P26 and P27 may also fit within the canon, but aren't as clearly connected to the universe.
