Are you playing as Dan? And also, have you completed the bimbo world ending once at least? You can only do it during a NG+ following the Bimbo world ending; and not a different NG+ or on a first playthrough.

2019-06-18 11:07:54 +0000 UTCYou can start it by doing the bimbo world ending, then starting to do it again as Dan; there will be a point where a new dialogue option appears where you can try to stop Val from bimbofying Ms. Rack, and selecting that option leads to this plotline.
