Well, depending on your brand of mythology, elves are a type of faerie/fairy, so I guess, if he/she's a(n) elf/fairy, they can come in extra small height (not bra size, obviously) and may even be 'adjustable' - Christmas magic and all. The recruitment strategy seems totally legit to me. It seems pretty standard in this Universe.
