A quick note about the "1,000,000 Percent" line-- Midoriya didn't mean that literally, it was him yelling out an arbitrary, ridiculously large number while pushing himself beyond his limits w/o restraint, so no concern for "10 Percent" or "100 Percent" or anything... just max effort with no regard for limits, is what he meant. "Go Beyond... Plus Ultra!" could have been used too, probably, and would have meant something similar.

But Aizawa the GOAT new that if the kids didn't use their quirks to protect themselves, some kids could end up dead, so he gave them the go-ahead to use them. Cant wait for more!
