In a sense you talked it well enough for viewers like our 2 guys who still are really truthfully noobs to anime fiction and even for myself who have read fantasy books and watched anime for decades. Fate series ideas for magic and just overall rules for the fantasy power system is confusing as hell. If you really re-read what you even wrote again you can easily understand how confusing that is.

Its a bit more complicated then what you were assuming the bullet did to Kayneth, id rather not go into too much detail, but basically those bullets made from Kiritsugus ribs have a magic effect that involves cutting the magic circuits in the target it hits then after they are cut up they get tied back together in a random way, thus completely ruining the mages abilities to use magic, crippling them badly. They aren't exactly perfect though, if Kayneth had blocked the bullet with something physical and not magic defences the bullet would have just been deflected. The only reason this magic even exists is because Kiritsugus magic is specifically attuned to Severing and Tying, meaning he would find using any magic related to cutting and tying things easier then say a fire spell or healing spell. So the rib would carry those effects into the bullets. Hope you found this a bit more understanding. (fair warning i'm not 100% certain i've explained all the terms correctly)
