FXMaster October Update

This update is pretty exciting and brings some more long requested features. I should also have Octobers FXMaster+ vote out later this week with some spooky options!
Particle and Filter region effects can now be bound to only be visible for a given Token's POV at specific elevation levels. In practice, this means you can have a region at 10 feet that is not visible to tokens at 0 feet. If they ascend to 10 feet, the effect will become visible only for the controlled token per player.
There are two options for this feature, Tokens POV (any token has the effect visible when within elevation) and Specified Tokens POV (Specific token UUIDs can be added to a list, and the effect will only be visible for those tokens)
Particle Effects now have a Below Tokens option for region and scene effects. By default this is false, and particle effects will play above tokens as they have traditionally. If set to true, Particle Effects will play underneath tokens.
Filter effects now have a Edge Fade % option for regions. The default is 0 which is the current hard edge cutoff. Increasing the value will gradually fade the effect on the outer edges of the region, which can give you a much more realistic looking effect.
