Good thing to remember is that Mob never reached 100% when Teru choked him out, he went unconscious at around 92% and reached that "???" form. That form could be activated at any time it seems like. The reaching 100% is just a specific emotion that peaks. So when he got conscious is when he returned to his state at 92%. The sadness feeling is what brought everyone back safe, him realizing the threat he became. Repairing the school and everything around it, now just imagine how strong you have to be just to do that.
