That shizu scene had nothing to do with veldora - she was in japan during the WWII bombings, and got summoned to the different world. No idea if she's super old but looks young, or summoning and reincarnation don't care about time OR if there's multiple parallel universes that run on different times or something else ¯\_(ツ)_/¯ yeah anyways that wasn't Veldora; Veldora wasn't dropping bombs on japan haha
