Only with the power of hindsight. When a random man you only know as a prisoner who was in a cart with really bad men tells you he will kill 3 people for you, a logical person isn't going to assume he can actually kill literally anyone and will actually do whatever you say. He straight up implied in the same conversation that he was forced to work as a Lannister man at arms because he was incapable of escaping from the Harrenhal patrols, so naming people outside of Harrenhal like Joffrey would have been debatably quite illogical. And for all Arya knows he was testing her, knowing she had been hiding among the nights watch caravan and he was trying to feel out her allegiance before turning her in to Tywin if she had named Tywin himself first for example.
