A lot of people tend to cut their hair and/or change styles after a relationship ends. It's kind of significant here, even though they never officially had one at this point. With all the things going through Cooper's mind, he probably subconsciously thinks that cutting his hair will help to distance himself from his feelings. What's even more interesting is that he still asks Andy for help. That can be seen from a couple potential angles.
