Yes, there are two situations in this picture. The first situation is that Wildfire dirty the president's chair while the president is away. The second scenario is that Wildfire and the president are already a couple, and Wildfire teases the president in this way. In fact, I personally prefer the second explanation. I think when they are a couple, Wildfire will probably be proactive like this. 😍😍😍
