I hate the Clave. They claim to have these noble angelic values but they are so prejudiced against the Downworld and shuts everyone who talks against their agenda. Anyone who dares to criticize them are accused of treason and imprisoned in abhorrent conditions to be constantly tortured by the Silent Brothers. If you want an uprising that is how you get an uprising. A death sentence for destroying a horrible evil option smacks of governing by fear.
