A recent government report says that in 2021, court-approved FISA surveillance inside the United States dropped for the third year in a row. But over the same period, the number of warrantless wiretaps of foreigners abroad went up. And for the first time, the FBI reported on how many times it had used Americans’ information to query data collected through FISA – though the data appear incomplete. What can we learn from the Transparency Report, and what do we still not know?
