The idea was that students from wealthy families were gaining an unfair advantage because they could afford extra lessons. So the govenment enforced this ban as a way to even the playing field so students, regardless of financial background, could have the same shot at success. But the policy backfired and tutoring simply went underground (as we see with Geum-myeong here) and made private lessons even more expensive and less accessible to poorer families.

To answer some of your questions, the election took place in 1987 and they came one year early to Jeju prior to the Olympics bc that's when the march for the torch begins, that's why they tried to move everyone of the street. Also a fun fact: Jenny, the girl that Geummyeong was tutoring, was played by the same actress that played the little girl in Train to Busan
