The King back then (after “closing themselves within the walls) made the vow of the rumbling in case they are attacked and also of him/his bloodline not to use The Founding Titan for any war purposes. Therefore Zeke or anyone with the Royal Blood cannot use The Found Titan to its fullest potential (or for this purpose at least). But that is why Tom Ksaver said Zeke will serve as a form of lock, because the vow does not apply to someone with no royal blood, but if someone like that (Eren) interacts with the royal blood by touching the person, the fullest potential of The Founding Titan gets unlocked. Aha… now I have realized you might have understood this, but you thought of it like having it permanent… well… technically literally eating the royal blood would work, but it might not be pernament. You only obtain titan shifter’s powers after eating their spinal fluid, not like you obtain anything by eating it, so in this case after it going through all of the digestive system, it would start to lose its effect. The better question is, why didn’t they just touched right there? Well… there are more parts of each of their plan, which are yet to happen + even without having to say anything out loud to the other one, the “unlocking moment” has to happen in Paradito, so they can make sure they have under control all the successors of titan powers until all Eldians die out and that also requires other nations to leave them alone on Paradito, therefore the rumbling is helpful with that and obviously it is better to start the rumbling while being in Paradito and sending the titans from the island to the world rather than being outside of the island and going back there while the rumbling is happening. 28:25 - Hmm… I am not sure if me saying anything to this is a spoiler or not, but based on what I have just said, you can get the answer from that
