Cheong Ah's "step mom" was actually brought in as a teacher for Cheong Ah in the beginning, but now we see that her children call the chairman "dad". So it sounds to me that their marriage was something more for convenience and more of a legality than anything else, hence the reason why they don't actually act like a married couple. If the chairman really did marry his own daughter's abuser thinking that having her around would help his daughter, we can add that to the list of stupid things he's done for "Cheong Ah's sake".
