Excellent summary of the differences and similarities between legal and non-legal interventions at sea. Twice I was on US Navy ships operating with a USCG Law Enforcement detachment onboard. I remember the USCG OIC contacting someone ashore to request flag approval to board a suspected vessel. As mariners, if we come across an overturned vessel with persons nearby and do not render aid, prosecution is a possibility.
