That's fits the character as she's a PR, she relies a lot on her body image so being able to change it make sense bit it will be too much she alter others like that. At least she doesn't meet neither Celestia, nor Momma Velvet nor Posey. In her case maybe Vignette doesn't need the classical bimbo stages or maybe her stage unlock new phone abilities like change her skin tan, make up, nail length or hairstyle (things that can be changed without looking too much magical), maybe as she grows as bimbos the app proposes her a new upgrade like vagina throat, lubed skin, lactation and more things she can't get by stealing proportion.
