Bug Fix: Block Phone Dialog While Silenced

Hey, I fixed a mistake in the code for the phone mod that messed up the little popup thing for some careers an hour before work, even if your phone wasn't silenced, resulting in ceaseless ringing for about one sim hour. I managed to do what I thought was impossible and accidentally invent a way to make the phone more annoying! :)

Thanks to Scumbumbo pointing me in the right direction, I fixed the error and there should no longer be issues with the logic of the code unless EA changes that part of the code significantly in a future patch.
