Remember, you have to be a patron to access the form (but if you're reading this particular message, chances are you're already good to go!).
The forms open at 7:00 PM CST (check the countdown on the page to get an accurate countdown with respect to your time zone--when the countdown hits 0, it's open!) and will stay open for fifteen minutes. No need to rush, it's not first come first serve! After that, we will consider all entries we've received and notify the new commissioners!

I'm still very confused by that. Even tho its first come first serve does it not matter if the patrons get their first?
