My thought was, this allows police (at their discretion) to pick which vehicle, they wish to fine. It's like a smorgasbord .......should I take the "boy racer" or the ojisan. So, was everyone in the line served a ticket thanks to the police radar? That sounds like a revenue opportunity for the authorities. That said, a 40 speed limit on what looks like a straight country road is so slow! On the other hand, a 40 Km/h buffer for speed cameras is unbelieavable. That all looks so paradoxical in principle.
