Definitely seems like it makes a good example of honesty as well. Really great how they can just leave them at the roadsides for if crews need them, and whichever ones disappear, they can assume it's likely someone just did a public service and laid it down for them on an icy morning. In many other countries that would just be a "hey, free ice melter!"
