It's still the same. The grand priest didn't just named goku the 4th strongest as well because of power, it's not only about power but intellect. If goku had been given eons to train like budo and the rest he would've been stronger than budo so the fact that he maneuvered his way through sheer intellect gave him the advantage to succeed. It ain't just about raw power, but also other capabilities that contributes to being the top 5 greatest.
