If the winner is not available, the second artist with the most votes will be chosen in their place, and the chosen artist will be selected for the next month if they're available. Here are the links to their deviantArt accounts:

The only condition, apart from general artistic quality, is that they must have less than 1K followers, as we're trying to feature underrated and overlook artists to give them a spotlight. We also want to remind you that this is a paid job.
