I figured they were insinuating she was watching Hope/one of her bodyguards.

Without them, no vampire or werewolf can exist. I thought that Dahlia was the most powerful of witches... until we meet Inadu/The Hollow. That's why witches can easily stop The Mikaelsons/Marcel. There's endless spells & rituals they can come up with to destroy ANY entity, if they're powerful enough.
