Since the Big Mom / Jinbe poneglyph thing won't be elaborated on in the anime: It's referencing one of the Cover Stories, which showed Jinbe's journey from Fish-Man Island to Whole Cake Island, during which he stumbled upon a (regular blue) Poneglpyh, which he then took with him in the last page of the Cover Story. I sent it in the Chat. The "Road Poneglyphs", on the other hand, are the super special red ones, which will reveal the location of the final island Raftel, once you combine the information from all 4 of them. Those were, as you said, already located by Zou, Big Mom & Kaido (with the last one being unknown).
