It's stat based , so at 3 romance you get the option to pick and go further but if rose romance is lower than that then it auto rejects.

In my first game, I went for Azumi, and I seem to recall that when Rose offered to open a business with me, I had an option to choose. I faintly remember shooting it down since I was not aiming for her. Now I recently played a playthrough with Rose, and I didn't get offered the option. I got the discussion itself, but automatically turned it down. Do I just remember wrong, or did I gate myself out of it with other choices?
