several years ago the UBC started a program called 'Rise!' which finds non-union shops with skilled workers in high rise and signs them up at an introductory b-rate. it's like an apprenticeship i think? they go to the hall and get trained up, but the union is getting its ass kicked so hard in high rise that they remain at like 40/hr which is $15 off the package. on top of that there are Project Labor Agreements which are for companies that aren't signed up with the union, but get a temporary pass. these don't always have givebacks in them, but sometimes do. it's not rare to end up on a job and realize you're losing $4 out of the envelope or vacation pay

Does the carpenters union have 2 tier contracts? I’m in the carpenters union local 68-L Oakland drywall lathers and we don’t have 2 tier contracts in any of the Northern California carpenters unions that I’m aware of.
