In general, the code is made in such a way that you cannot buy more tickets if you still have them on hand. When they become 0, then they appear on sale again. Also, the right to buy tickets opens a dialogue with the Rocket about the gym and this quest must be completed by everyone, you will not be able to pass it by the side, since the game itself will direct you to it. There is nothing else in the game related to the ban on tickets. All the code has been redone and a lot of work has been done to find this problem, but I do not understand why they still cannot be bought.
On f95 there are a lot of pages related to this problem. I took a few saves from these people to check. Strange, they have old variables, for example an old variable for a spy camera. In newer versions, the spy camera has a different variable. But if you started from the very beginning or used my save, the old variables in the code should not be.
Also rollback scares me at renp`y, it does not roll back variables.
