I think it’s a bit of a misguided limited observation. While it’s true that Japan has a lower adoption rate of new tech, it doesn’t mean the young generation is behind. The large seniority population greatly influences how daily life is run compared to other developed countries. Also Japan is also a world leader still in R&D. Especially in robotics. As for the DVD explanation, the entertainment industry deliberately keeps prices high because they don’t sell the volume of sales an English-speaking market does, and also rental stores are still popular. Idol group discs are really only bought for the tickets for fan meets. Just my observation of having lived there for 5 years.
