Noticed that the floppy drive LED came on after you hit reset, this is probably a good sign, as it says the motherboard is doing /something/.
The monitor is rastering, but the gun is stuck "on", hence being able to see the retrace lines. More good signs, it means most of the power supply circuitry (the dangerous bits anyway) is probably good.
As others have suggested, it could be as simple as a failed-short or failed-open coupling cap on the display signal path. Fingers crossed dude, that is one hell of a find!!!

$260 for a Genesis? Goodwill, stahp... D8. No Genesis is worth that much, not even the rarer model 1 system that has no copyright screen. At least the NES bundle came with a bunch of games, but still, dat price though.
Really hoping you get the Model 3 working. Would be a nice system to get an expanded look on. And $2.50 for a Das Keyboard? I salute you and your thrift -fu skills.

Nice score on the Model III! Hopefully there'll be someone who can give you the right advice for getting the display sorted out. Certainly in rather nice condition :D
As for that portable VCR, my Dad had something along those lines (though it was BETA) - if it was for the same use, it's intended to go over the shoulder connected to a video camera. Yeah, you can imagine how painful that would sound after a long day of recording things.

Display could be a number of simple issues. I've seen this a lot on old Macs I've worked with and had repaired. Most likely some bad caps on the motherboard and you should be able to find someone who can do this fairly inexpensively (
