Pretty sure she IS back at this point, she's just kinda stuck/needs to stay in the Queen's Court 'cuz of something to do with the time loop. It's implied that she left the Court to find her brother after seeing the Ghost revive him (she was nowhere to be found when players visited the Court last time, and we get to see the cutscene where Uldren is revived when we get close to a table with some holograms displayed).

2019-01-04 19:05:04 +0000 UTCAs part of the looping cycle of the Dreaming City, you visit her in what's called the Queen's Court every three weeks. She WAS killed in the blast Oryx let loose, but she had her own Throne World, so like Crota and Oryx, it won't stick unless she's killed there.
