Here's a small tutorial on how you can get the book. First, you need to meet Merlwen. You can find her through a quest given by Thalia, which she offers after you've built the lumberstorage. Then, you need to build the bookshelf in your room in the new house. After that, when you visit Merlwen, she will approach you and give you the book.
