I don't think I'd call them filler either, but I think the back half of this season is definitely much stronger than the front half. That's actually true for all four seasons - I definitely look forward to rewatching the later episodes each season more than the early episodes. I also think the back half episodes tend to be a lot more memorable overall. I couldn't possibly tell you what the second episode of this season was about without looking it up, even though I've probably watched it in its entirety at least 6-7 times. The only real memorable episode from the front half of the season was the Sydney episode (Worms), because it was a single character focused episode. Very similar to S2E4, the episode where Marcus went to Copenhagen. Also Tina and Sugar's episodes last season.

I don't think of the early episodes of the season as filler. It feels like a slow build to things getting better. If season three was living in the fallout, this season was the payoff. You can even see in each episode something getting paid off from the last season. I cried almost every episode.
