"The 11th hour" is when the armistice was signed to end the fighting in WWI. It happened at 11AM on the 11th day of the 11th month, 1918. Tommy's 11th hour was him finally making the decision to stop all the violence, which he's been promising since the beginning. His 11th hour came just as abruptly as the end of the war, which nobody knew was happening, and men were dying up to the last minute. The carriage burning with all of his possessions in it essentially represents the death of the man that he was.
