Also, while Campbell had minions; Hughes is part of much larger broader network of power hungry assholes. So while both could catch these hands, I’d shank Hughes before the end of the fight….

The audience needs to be reminded that Tommy is not a good man, he's just the protagonist we are centering the story around. He never gave a shit about all the sons that died because of his actions, he always waves away everything with "we'll look after their families" and then utterly forgets about them. He only cares now because it happened to him.
