Adam Tooze joins PTO to talk about his new book, Shutdown: How Covid Shook the World's Economy. We talked about the problems and pitfalls of writing instant history, why 'shutdown' is a more useful way of thinking about how governments and ordinary people responded to the Covid19 crisis than 'lockdown'. And finally, we chatted about why China's radical efforts to suppress the virus in Wuhan, Hubei province and beyond was not as typical of the regime as is commonly supposed.

Another excellent discussion Alex. Thank you. Particularly interesting to hear the section where Adam Tooze talks about about ‘post neo-liberalism’. An excellent compendium piece to the Meadway interviews (I’ve increased my ‘tier’ so that I can listen to the Q&A follow up). He’s also spot on about the conditions behind capital shifting behind Biden.

Strike Hard! By Harold Tanner is good for the initial Strike Hard campaign under Deng, but it is mostly focused on criminal law (the context in which I read it). It's probably the best place to start in English for a political history of how it came about. There's more on later Strike Hard/stern blow campaigns (transliterated as "yan da" or "yanda") re: anti corruption, Anti organized crime, Tibet and against Uygur groups, and you should he able to find papers on Jstor. They are mostly written from a legal development perspective versus a political mobilization/historical perspective, but it is a major feature of domestic political campaigning for good and ill

Just to comment on one of Mr. Tooze' final points - a couple of years ago I was studying law at PKU in Beijing and, in addition to some fairly serious debates about "the rule of law", this idea of the government mobilzing strategic campaigns of a specified duration to combat some kind of social ill with a kind of military mindset is explicitly how this sort of governance is analyzed in China. See e.g. the anti crime/public safety Strike Hard campaign from the early 80s which is being run by those with guerilla/revolutionary backgrounds and the semi regular "strike hard" mobilizations ever since.
