Winners (souls in heaven) and angels can't fall, lucifer is the only one who's gone from heaven to hell since he disobeyed God directly and gave mortals free will. He'll is an inherently bad place because the people sent there are bad people made worse by having power, immortality and a system that benefits the cruel, and then there's the other 6 rings of hell sinners can't go to that are naturally more violent, sadistic and fucked up than earth, even if they made the pride ring a "good place" by somehow making every soul there good, every new soul sent down there would start out as a bad person and they'd have to start the process again. So no just inherently heaven is the good place and he'll is the bad place, the issue is more what gets to sent to which and the view that it was impossible to change it after you died
