And anyone not knowing enough about hunters can be fooled. Like if you're going through TSA and the guy working is just a civilian just flashing the card would be enough. It's like carrying a fake ID or FBI badge. Sometimes it's just enough to flash the card and most normal people wouldn't know whether the name on the card belongs to you or not. If youre a good enough bluff you could probably even fool other hunters. Illumis needle form looks nothing like his regular self. Just go lie about it. And there's enough hunters to not know every single one.

If you want to cross borders, the civilian TSA agent probably won't know how to or bother to identify you as a hunter or you could lie and say you're in disguise. Or if they use scanners at the entrance, or the online info network we saw in the last episode, you can gain access to those with the license since they don't verify you with a picture or something

All that being said, after watching this show multiple times I’m still confused why you can sell the card and why it’s worth so much if no one else can use it.

It’s owned by the zoldycks and they make all the decisions it’s not like an establishment. So they wouldn’t care if someone is a hunter or not because the only reason people are showing up is to kill them. Having a hunter’s license doesn’t matter in this situation.

Some people in the universe would pay a fortune to have a hunter license in their collection, but you can't use it unless you earned it, it's just for display
