So Jinwoo was testing to see if he can give it to them directly. He was basically trying to test out a potential loop hole in the systems rules. Once again this is something the anime doesn't tell you. Only the light novel mentions it.

We will probably see the strongest hunter in the later part of season 2 or 3. I won't spoil anything about him though, if you guys want to know wait till later seasons or read the Manwa or light novel.
