Pony is an american exchange student, she speaks English when she gets frustrated. Obviously the sub had the Japanese VA try to speak English, which wasn't great. In order for the dub to communicate this to the audience they added Japanese subtitles whenever she's meant to be speaking English, and had the VA use a southern accent for those lines in order to match the characters comments about her speaking differently
