Megumi’s dad and Tsumiki’s mom got together when they were kids, then ditched after they agreed to sell Megumi to the Zenin clan. Then Gojo/Jujutsu high stopped the sale and took them in. Gojo is doing that weird thing with his hands in the flashback because from kid Megumi’s POV he thinks Gojo is weird lol
