Then I saw it dubbed when it premiered on Toonami in May 2020. Then I saw it again when they reran the episode on Toonami the following week. There were production delays related to COVID-19 with the episode after this one (episode 23) as they continued transitioning to recorded-at-home dubs. Then I saw it rerun on Toonami *again* because they ran into more production issues with episode 24. So I just got worn out from all the reruns.

It's not "anyone can be a hero" but "the difference between a hero and villain is chance, circumstance, and the perception of society." People with "villain" quirks, mutation quirks, people like La Brava and Himiko Toga whose quirks cause personality shifts that make them incompatible with "normal" society. They aren't completely blameless, obviously. Shinso pushed past the quirk prejudice to pursue heroism, there are prominent pro heroes with intimidating mutation quirks like Gang Orca, etc. But society failed all these villains first.
