In this context, he's a monster is referencing how he's so overwhelmingly powerful that it's hard to imagine a way to beat him, like a monster. It's not saying he's doing something bad and that makes him a monster. He's just really strong.

Since they have to keep up the facade of a religious school they just have buildings that no one uses. Most of the really important places are hidden away.
