Kota using his quirk wasn't it just now awakening. They showed evidence of him using it in the past with markings on the walls of his hideout. Most likely from him using is quirk out of frustration.

I think the other thing that makes pulling a gun a big deal is that it shows a very clear intent to kill. It doesn't leave much of a question of injure or incapacitate, it's really more just to kill.

I don't know if we ever get an official answer of exactly how Kendo's quirk works, but I actually find it pretty interesting. It clearly isn't just "make hands big" because other wise she couldn't move them and multiple people comment throughout the show that they are surprisingly powerful. They also almost certainly have enhanced durability as she shatters tungsten with them later. On top of that, she's the smartest person in 1-B, and while not as smart as Momo, can at least challenge her in terms of battlefield strategy.
