I always assumed Burers are recently mutated Bandits and Loners that probably have something to do with the C-consciousness itself morphing the mutated life to be even more dangerous to outsiders invading the Zone.
They are similar to Controllers on many levels, but instead of melting your brain they use telekinesis to bash their opponents with boxes and barrels.
