Roxy Harvey not being in several episodes starting from when the show runner left the series has never had an explanation I could find. As far as I can tell it wasn't a scheduling conflict, the only other thing she did that year was a voice acting guest role. She got paid because she was in the credits. Maybe when the show runner was replaced the new guy had trouble figuring out what to do with her. But she does come back and the character does get some growth too.
