Distrust of public projects as vectors for corruption? (If that's the case I have bad news for these folks about private enterprise) It would be interesting to see what happens if someone framed public transit as "get all these annoying people out of your way and on their way" or " your car deserves a lane all to itself" or "if there's going to be corruption regardless, might as well get something nice out of it"
