So this is indeed a battle theme. The first time you hear it is actually in the cutscene when the main character first summons his Persona. Every subsequent time you hear it is when you fight against a group named Strega, who are small group of mercenaries for hire that are at odds with your group. In short, it’s a boss theme tied with a specific group.
