When developing the Neons years and years ago, I found the idea of authoritarian control exerting itself through unaccountable criminal channels to be something near the realm of speculative science fiction.
We're making it as colorful as we can.

They gotta have the Organized Crime Special Task Force (district police branch) or other sources like the Troika watching over them ever since the Neons have been founded in Anduruna. Now I’m starting to think how old the Neon gang is. Probably a decade old at least? Maybe a few years after the Toll Wars had ended? o.o
